Promoting Quality Democracy
Incessant internal arguments about constitutional development in the past decade have weakened Hong Kong’s effective governance and social harmony. I aim to fight for universal suffrage for the Chief Executive in 2017, abolish all Functional Constituencies and attain the ultimate goal of balanced political participation and universal suffrage for every LegCo seat in 2020 via the “one-person-two-votes” system.
Boosting Economic Development
Wealth polarization is getting worse and SME’s business environment is deteriorating. The Government needs to lay out a new strategy for economic development, create more job opportunities and increase our economic diversity. We should cooperate with the Mainland in areas such as technology and innovation, especially through the construction of integrated technology parks in New Development Areas on the boundary and in the Lok Ma Chau Loop area. Our ultimate goal is to promote innovative and creative industries, enhance the business environment for SMEs, create diversified employment opportunities and reduce the gap between rich and poor.
Pursuing Quality Education
The Government urgently needs to raise the language competency of Hong Kong students in both English and Chinese. We should also lessen the administrative workload of frontline teachers through small-class teaching in order to improve the quality of education in Hong Kong. I support the Government’s policy to adjust the Mother-Tongue Policy, cancel the labeling effect of EMI and CMI schools, and allow schools to choose their own medium of instruction. I also urge the Government to provide more bridging programs to raise the level of recognition for associate degree holders. The Government should also promote civic education and increase the awareness of Chinese culture and history among our students, so they may strengthen their national identity.
Improving Citizens’ Livelihood
With rampant inflation afflicting Hong Kong, our quality of life is declining. The Government should introduce inflation-indexed food vouchers and freeze all charges of government and public enterprises, such as the MTR. The Government should also reduce unleaded petroleum duty in order to alleviate the middle class’ burden of taxation. I urge the Government to formulate a long-term food and energy policy for Hong Kong and incorporate the concept of “Corporate Social Responsibility (CSR)” into all public enterprises to ensure fair treatment of employees. The Government should also revise our welfare system and old age policy to make sure that resources are effectively distributed to the most needy and disadvantaged members of our society. We urge the Government to enhance support for the family, abolish the maid’s levy and review foreign domestic helper policy. The Government should also review the health care system in order to enhance primary and preventive medical healthcare service.
Protecting the Environment and Raising our Quality of Life
Air pollution is very serious in Hong Kong. The Government should adopt the World Health Organization’s 2006 global air quality guidelines in order to improve air quality and protect public health. The Government should also implement secondary treatment for harbour sewage as soon as possible in order to improve the water quality of our harbour. The Government needs new visions and concepts for city-planning to ensure balanced development, such as preserving old trees and buildings that are of historical and cultural significance. The Government should also increase the awareness of animal rights, punish acts of cruelty against animals and encourage adoption of pets.
